Your national quantum hub. Built, operated, handed over.

Governments buy something different than companies: sovereignty, talent, economic diversification and a defensible return on public money. We deliver that in defined phases, with formally accepted deliverables and measurable KPIs, and hand the hub over to your own people at the end.

Starting position

What is typically missing.

Many countries already have research excellence and funding programmes; commercialization hubs are now being funded across the leading quantum nations for the same reason. What is usually missing are three things: focused quantum commercialization know-how, a pool of startups and founders, and a workforce pipeline that turns strategy papers into practitioners. Those are exactly the gaps we close, as a service, with proven methodology and an international partner network.

Your goalsHow the ecosystem achieves them
Turn research into companies and jobsGlobal and local deal flow, bootcamps and hackathons as a founding pipeline, a venture builder for spin-outs from your research institutes: research translated into products, growing companies and skilled jobs
Attract companies to the locationAccelerator cohorts, corporate programmes and visible events that bring international startups and industry players to your location through programmes, not subsidies
Raise startup success ratesProven programme methodology with stage gates, coaching and corporate first customers from the partner network
Build the quantum workforceA talent pipeline from hackathons and bootcamps to practitioner training, aligned with universities and industry demand, in a market where roughly half of quantum roles go unfilled
Scale internationallyAn internationalization programme with hosted spots and coaching in leading international quantum and finance hubs
Return on public moneyA sovereign fund that finances the hub's startups, crowds in private co-investment and is modelled, over its lifetime, to cover the hub's operating cost
Building blocks

Three building blocks, one hub.

A working hub needs three things at once: high-quality deal flow, leading programmes, and the enabling factors that carry both.

Block 1

Deal flow

Identify and attract the best startups and founders, locally and globally.

  • Trend reports and strategic scouting focus per subdomain
  • Screening via events, networks, databases and AI tools
  • Selection through a structured application and selection process
Block 2

Programmes

Support startups through the whole lifecycle, from idea to international market.

  • Hackathon and bootcamp as pre-incubation and workforce entry
  • Incubation (6–9 months) and acceleration (3–6 months, up to 24)
  • Internationalization through our international partner network
Block 3

Enabling factors

The environment that makes programmes and startups sustainable.

  • Fund and investor masterclasses
  • Partner ecosystem of banks, industry and enablers
  • Space & community, methodology, economic model
Approach

Three phases, formally accepted deliverables.

Each phase closes with named outputs you formally accept. Design and build at a fixed price; operations with a KPI-linked compensation component.

Phase A · Fixed price

Design

8–10 weeks
Strategic goals defined, full hub concept finalised. Every key decision taken by you.
  • Vision & strategy, design principles, KPI set
  • High-level blueprint: people, processes, technology
  • Fund design and setup options
  • 3-year budget plan and economic model
  • Go-to-market strategy, stakeholder map, partner models incl. fees
  • Branding, marketing and space concept incl. tender documents
Phase B · Fixed price

Build

~4 months
Operational readiness achieved: the first-year programmes are ready to launch.
  • Detailed blueprint, core processes operationalised
  • First cohort scouted, selected and contracted
  • Local team recruited and trained; knowledge transfer started
  • Legal entities and fund SPV set up, fund ready to invest
  • External partners (marketing, interior) selected and supervised
  • Partners, mentors and network onboarded, launch event planned
Phase C · KPI-linked

Operate & hand over

3+ years
The hub runs in full against the agreed KPIs and is transitioned step by step to local ownership.
  • Deal flow actively managed, all programme spots filled
  • Hackathons, bootcamps, incubation, acceleration, internationalization live
  • Fund and investment portfolio managed, investor masterclasses held
  • Partner ecosystem and community grown
  • Annual KPI and budget reviews with your board
  • Phased knowledge transfer and handover
Collaboration

Who does what.

The hub succeeds as a joint effort. The division of labour is settled from the start; here shown for the design phase:

ActivityWeYouOutput
Vision & strategy Analysis of existing strategy documents, facilitation of workshops, derivation of setup implications, documentation Articulation of strategic goals, participation in workshops, approval Vision & strategy, KPI set
Hub elements Design proposals for deal flow, programmes and enabling factors based on proven practice, localised to your needs Validation with internal stakeholders, approval of the design Hub concept, high-level blueprint
Fund Options for fund strategy, size and setup, recommendation along your goals Articulation of the fund ambition, approval of the setup Fund design and setup
Budget & procurement Budget structure, 3-year plan, sourcing strategy and tender documents for agencies and interior build-out Budget expectations, preferred partner lists, running the procurement, approvals Budget plan, tender documents

Prerequisites on your side: timely decisions by stakeholders, availability of the relevant people and corporate functions, access to all relevant information and local partners, and workspace during the project phases.

The sovereign fund

Three options, one recommendation.

Fund strategy, size and setup are decided in the design phase. The fund serves a dual purpose: seed financing for the hub's startups and growth financing for the best teams, local and international, while crowding in private co-investment.

Option 1

Hub seed fund

Seed money for participating startups, primarily covering the programme stage.

  • Local startups only
  • Passive portfolio, simple governance
  • Modest return expectations
Option 2

Seed fund with follow-on

Seed for all cohort startups, selective bridge and Series A follow-on for the strongest.

  • Local startups in focus
  • Balanced risk, moderate return
Option 3 · Recommended

Full venture fund

Seed through growth investment, for local and international startups, with a balanced portfolio and a 10-year lifetime.

  • Investment period 3 years, fund lifetime 10 years
  • Modelled to cover the hub's operating costs over its lifetime
  • Exit markets actively developed: regional buyers, multinationals, IPOs
  • Positions your location on the global quantum map
Steering

KPIs we are willing to be paid against.

The KPI set is refined together in the design phase and linked to a performance-based component of the operations fee. Illustrative targets, including the metrics governments actually report on:

Setup & programmes
  • Hub fully operational incl. all programmes
  • All programme spots filled
  • >80% cohort graduation rate
  • Local team hired, knowledge transferred
Startups & companies
  • >50 applications per cohort
  • Convertible agreements signed by graduates
  • Companies attracted to and retained at the location
  • NPS >40 across cohorts
Talent & workforce
  • Practitioners trained through bootcamps and programmes
  • >50 active mentors recruited
  • University pipeline established
  • Skilled jobs created at the location
Ecosystem & visibility
  • Corporate partners across all stakeholder groups, >80% renewal
  • Hub ranked among the leading hubs of its region
  • Demo days >200 attendees, community growth >30% p.a.
Financial
  • Fund established and investing
  • Private co-investment mobilised alongside public money
  • Sponsor and partner revenue on budget
  • Operating expenses within approved budget
Organisation

Team, governance and handover.

01

Core team from day one

A small senior team on site, ensuring continuity over the full contract term. Complemented by an on-demand network of over 60 mentors and subject-matter experts.

02

Local recruitment in the build phase

Key positions are filled locally: programme, community and operations roles. Job profiles, selection and onboarding are part of the build deliverables.

03

Shadowing by your talent

Your emerging leaders accompany our team from the start. Full transparency and structured knowledge transfer are anchored in the contract, not goodwill.

04

Handover to local ownership

At the end of the operations phase we hand the hub over to your team, once the prerequisites are met. The mandate ends with your independence, not with a dependency on us.

05

Economic model

The hub finances itself through four revenue streams: fund returns, corporate partnerships, event sponsoring and service fees. The model is tailored to your context in the design phase and approved by you annually.
